Why Passivation?

If stainless steels are naturally passive, why does the need for passivation arise?

It is the result of the fabrication of stainless steel parts, say by machining.  Contaminants such as iron particles, rust, free iron metal chips from shop dirt or cutting tools may be transferred to the surface of the stainless steel during fabrication, thus reducing the effectiveness of the original protective film.
